Martin L. Brown 

Martin is the founder of MLB Logistics and Consulting (MLBLC),

bringing more than twenty years of executive experience with fleet management and logistics management in the Department of Defense space. Previously, Martin was the Department of the Army’s Transportation Manager and Non-Tactical Vehicle Fleet (NTV) Program Manager. He kept the Offices of The Secretary of Defense, Secretary of Army, Senior Army leaders, and 30 Army Command Fleet Managers abreast on administrative policy and procedural guidance. He coached and mentored thirty different Army Command Fleet Managers in the areas of Federal, DOD, State, local, and Army policies and regulations governing fleet and logistics management.

Martin primary responsibilities were oversight of 57,000 NTV’s, cargo, personal property, and personnel worldwide including active, reserves and national guard component installations. He was Financial Management Decision Package Manager for the Transportation Program with an estimated value of $300 million dollars. Martin oversaw strategic planning NTV replacements and excess redistribution. Martin is regarded as the subject matter expert in right sizing and greening the Army’s NTV fleet, the largest fleet in the Department of Defense and second largest in the Federal Government.  

Martin was also the Transportation Operations Manager at Walter Reed Army Medical Center where he managed a fleet of 300 vehicles. Martin previously was the Assistant Chief of Staff Installation Management as a Base Realignment Program Manager. In this position he was responsible for various Army Installation closures, realignments, and new construction projects with an estimated value of over one billion dollars.

As a Senior Noncommission Officer, he held various logistical positions at different echelons. He completed multiple senior level Army and civilian logistical and transportation courses. Previously, Martin was recognized by the DOE for his exceptional accomplishment in the energy, water and fleet management in the federal sector. Martin holds a Bachelor of Science in Management, specializing Human Resources Management. He is also a Certified Equal Employment and Equal Opportunity Counselor.
